i finally noticed that microsoft has actually released a free version of their IDE or integrated development environment.
i have downloaded and as usual i tried to use win32 application but it didn't have it...
library is not included and cannot be linked. only thing it had was system to build a form and console application(reglar horrible text based c++ stuff you know... i guess you can still do things but hard to do GUI, maybe SDL)
this tool was basically for schools/beginners who wants to learn cpp and wasn't really for people who actually try to learn to make something out of it.
well i guess you can download platform sdk from microsoft and stuff but just too many hassle when you just want to learn how to make things. so i would just recommend go straight right into
this book.

i think guy like me should stick to Macromedia Flash, PHP and not care about native development...
for example if you wanted to install a testing server in your computer, software or installation packs like xampp orwamp will just do the job for you. download the software install and boom. you get GUI controls for apache, mysql, php. XAMPP offers tomcat add-ons etc many add-ons so if you want to test program java or jsp will just be at your finger tips as well.
